What Fawtara means for small businesses, and when it applies to you.

The key facts

  • Decision No. 189/2026 amends the VAT Executive Regulations and introduces mandatory electronic tax invoices (Fawtara) in an approved, secure digital format.
  • 1 April 2027: mandatory for taxable persons with annual supplies above OMR 5 million.
  • 1 October 2027: mandatory for taxable persons with annual supplies at or below OMR 5 million, which covers most small businesses.
  • A voluntary pilot with around 100 selected companies was announced to begin at the end of August 2026.
  • The rule applies to VAT-registered businesses. VAT in Oman is 5%.

Who needs to register for VAT?

Registration is mandatory when your annual supplies exceed, or are expected to exceed, OMR 38,500. You may register voluntarily when supplies or expenditures exceed OMR 19,250.
